I. Programme promotion:
• National call for tenders and the call for applications (advertisements in national dailies, magazines, websites).
• Restricted call for tenders and the call for applications by calling only certain organizations with reference to the specificities of activities.
Remark. Application proceeds in two stages: a) first of all, potential beneficiaries fill in the questionnaire of “capacities/abilities”; b) selected tenderers are granted the right to complete the application of an idea/project once the requirements are met.

II. Tender results:
• Successful tenderers are selected by the Commission for Project Selection and Evaluation, composed of active public figures and representatives of Civic Responsibility Foundation, including journalists.
Remark. There shall be a new Selection and Evaluation Commission constituted for every tender.


III. Training:
• Once successful tenderers are elected, professional training and seminars on the topics of entrepreneurship and implementation of ideas/projects take place.
Remark. Training topics are selected following the needs and competence of the winners.

IV. Financing and operational monitoring:
• Every three months successful tenderers of the programme must produce financial and operational reports.
• Monitoring of successful tenderers takes place from one month to 2 years with reference to the duration of the project underway and its specificity.
